Description

Node.js 12 has been out of support since Apr 2022: https://github.com/nodejs/Release/#end-of-life-releases, yet we are still requiring version 12.21.0: https://github.com/stephanwlee/tensorboard/blob/master/WORKSPACE#L52.

We are also getting a lot of deprecation warnings from the Github actions, example: https://github.com/tensorflow/tensorboard/actions/runs/3388287772.
