Description
TensorFlow has a rather thorough API backwards compatibility test which ensures that backwards-incompatible changes are not accidentally made to the API. We should implement similar (ideally copied and simplified) test infrastructure before our official 1.0 debut.

Research direction
Start by reviewing TensorFlow's API compatibility tests at tensorflow/tools/api/tests and compare their scope with TensorBoard's current API surface. Determine which compatibility guarantees and test infrastructure are needed for the 1.0 release; done means equivalent backcompatibility tests are implemented and pass for the supported API.
