Description

…and not just with --load_fast. Why? Because the data provider API

Research direction

Reproduce the issue with --samples_per_plugin=scalars=0, both with and without --load_fast, then trace the data provider API handling of the downsample value. Done means the zero-value behavior is corrected and covered by a regression test for the scalars plugin.
