Description

The Time Series dashboard allows you to pin cards, but is limited to
a fixed number to avoid overloading the URL. If TensorBoard had
a more robust user settings storage system, e.g. filesystem,
we should be able to increase the max number of pins.

Research direction

Start by tracing the Time Series dashboard's card-pinning behavior and how pinned cards are currently stored in the URL. Then investigate the proposed user-settings storage approach, such as filesystem-backed storage; the issue does not name files, tests, or a target pin limit, so completion criteria need to be clarified first.
