Description

tensorboard/uploader/uploader_main.py has quite a bit of untested code.

This recently, for example, led to a regression (#3377) that was fortunately caught before release and reverted (#3400)

We should consider some tests for the part of the code that broke and some sanity tests for the most frequent commands (list, upload, delete, export, auth)
