Description
ipynb uses JSON and we need, at the very least, should check whether if it is a valid JSON.
Bonus would be to check whether it has all the right notebook things.

Research direction
The issue names .ipynb files and JSON validation but no file or test. Start by locating TensorBoard's existing lint or checker tooling and any notebook fixtures, then determine how malformed JSON should be reported. Done means the checker detects invalid JSON; notebook-structure validation is explicitly a bonus.
