Description

This issue tracks pruning unnecessary TensorFlow dependencies from TensorBoard plugins that work with the "stub" TensorFlow API implementation in compat/tensorflow_stub and hence don't have a hard dependency on TensorFlow. This includes plugins like Scalars but not e.g. the Debugger plugin which is only functionally useful with TensorFlow.

This issue also tracks generally reducing the number of dependencies we have on TensorFlow in our test code, particularly plugin test code but overall as well (e.g. we have many tests that inherit from tf.test.TestCase but do not actually use any of its functionality).
