Description
When there are many runs, TensorBoard automatically disables all of them. This can make for a confusing experience when you open a category and find nothing present, because all of the runs were disabled. It would be nice if we provided some explicit feedback like "hey, every run is disabled right now, maybe turn some on."

Research direction
Start by locating the TensorBoard UI that automatically disables runs when many runs are present and the category view that shows no runs. Reproduce the empty view with all runs disabled, then add explicit feedback and verify that it suggests enabling runs.
