Description
When Tensorboard is started with an empty log dir, the "Graphs" tab does not have a way to upload a graph to be visualized. It would be nice to have this button in this case.

Research direction
Start by locating the Graphs tab and its behavior when TensorBoard has an empty log directory. Trace the existing graph upload path for pbtxt files, then add the missing upload control for this state. Done means a pbtxt graph can be uploaded and visualized from the empty-log-dir Graphs tab.
