Description
I have several tensorboards running at various numeric ips and sometimes it's hard to keep track of them...it would be useful to have a flag to customize header. IE, to customize "TensorBoard" in top left corner to contain some other short string. IE
tensorboard --header=OhioTB ... would should "OhioTB" instead of "TensorBoard"

Research direction
Start at the TensorBoard command-line entry point and the frontend component rendering the top-left "TensorBoard" label. Trace how command-line flags reach the UI, then verify that a header value such as "OhioTB" replaces the default label without changing other branding.
