Description
Base tensorflow layers such as Dense have an option use_bias that can be set to false to get rid of a trainable intercept parameter. I can't seem to figure out how to do this with the probabilistic layers such as DenseFlipout. Does anyone know how to do this?

Research direction
Start with the DenseFlipout probabilistic layer entry point and compare its constructor options with TensorFlow's Dense use_bias behavior. Determine whether disabling the intercept is supported; done means documenting the supported configuration or clearly defining the needed feature and its test coverage.
