Need assistance in training centernet_mobilenetv2_fpn_od using OD API

Description
I have been trying to train a centernet_mobilenet using the training script in OD API. I run into the following error during training
pywrap_tfe.TFE_ExecutorWaitForAllPendingNodes(self._handle)
tensorflow.python.framework.errors_impl.InvalidArgumentError: indices[0] = 0 is not in [0, 0)

Could you please help me to figure out what is wrong?
I have set fine_tune_checkpoint_type to 'fine_tune' and added checkpoint path and version no to the pipeline config in the tf2 zoo.
