what is the meaning of 'outputs_to_num_classes' in DeepLab

Description
I am running the code of DeeplabV3+. I just noticed that there is a variable called "OUTPUT_TYPE" in 'common.py', and there is another parameter 'outputs_to_num_classes':
outputs_to_num_classes={OUTPUT_TYPE: number}
e.g.
outputs_to_num_classes={"semantic segmentation": 21}
Then in the rest of the project, the author uses
for output in outputs_to_num_classes:
...code...
to get the key and value.
But normally 'OUTPUT_TYPE' has only one value. So I wanna know what is the meaning of 'OUTPUT_TYPE', do we have multiple outputs?
