How to remove 0.3 threshold from pretrained frozen models

Hi,
I am pretty new to tensorflow and wanted to used one of the models for transfer learning purpose. But as mentioned in the link below
https://github.com/tensorflow/models/blob/master/research/object_detection/g3doc/detection_model_zoo.md
The models are frozen with a threshold of 0.3. I wanted to remove this threshold or probably set the threshold to 0.0 and refreeze the model.
How can I go about it.?
Any help will be appreciated.
