How is the mAP of the models in the model detection zoo over 1???

hey there,
how can it be, that the mAP of the models in https://github.com/tensorflow/models/blob/master/research/object_detection/g3doc/detection_model_zoo.md
is between 16 and 43??

should those be 16% and 43%??

In my understanding the map can`t be any higher than 1 right?
But a mAP of 0.21 or 21 % for a ssd mn v1 sounds very bad! Could this be?
