Unable to install object_detection package in object_detection_tutorial.ipynb

raises error: ERROR: Directory '.' is not installable. Neither 'setup.py' nor 'pyproject.toml' found.

3. Steps to reproduce

1. Navigate to https://github.com/tensorflow/models/blob/master/research/object_detection/colab_tutorials/object_detection_tutorial.ipynb
2. Click Run in Google Colab
3. When in Google Colab, click Runtime -> Run all

4. Expected behavior

The notebook executes without error and outputs inference results of a pretrained model.
