OutOfRangeError Unknown Error when downloading imagenet_resized

Short description
When the download of imagenet_resized finished and tfds starts extracting/writing records, the program crashes.

Start with tensorflow_datasets/image/imagenet_resized.py at _generate_examples and follow the archive handling in tensorflow_datasets/core/download/extractor.py at iter_zip. Reproduce the Windows 10 failure with the provided tfds.load call and inspect the reported file_io seek/stat path. Done means imagenet_resized/32x32 downloads and prepares without the OutOfRangeError.
