Description
I believe this error happened while Tensorflow was preparing itself to run the actual python file.
As a temporary fix downgrading the pyparsing module from current (possibly the latest 3.0.0) worked for me:
use pyparsing==2.4.7 in the requirements.txt

Research direction
Start with requirements.txt and the attached job logs, focusing on the missing pyparsing.downcaseTokens error from httplib2 during Google API client imports. Reproduce the dependency installation and cloud job startup; done means the job proceeds past initialization without this import error.
