Description
Add high cpu configurations 8, 16, 32, and 64 cores to COMMON_MACHINE_CONFIGS Similar to K80_1,... k80_8 support in machine_config.py

Research direction
Start in src/python/tensorflow_cloud/core/machine_config.py and inspect COMMON_MACHINE_CONFIGS alongside the existing K80_1 through K80_8 entries.
