Description

Is your feature request related to a problem? Please describe.

It would be nice to add search-attributes from the UI vs. tctl per namespace. This can leverage auth controls so only people who have access to the namespace can create the search-attributes

Research direction

Start by mapping how the UI selects a namespace and how search attributes are currently exposed through tctl. Then identify the existing authorization controls for namespace access and determine the UI flow and validation needed to create an attribute. Done means an authorized user can create search attributes for a namespace from the UI while unauthorized users cannot.
