Description
Is your feature request related to a problem? Please describe.
No.
Describe the solution you'd like

Research direction
Start by examining the existing ExponentialRetryPolicy and TwoPhaseRetryPolicy implementations and their related tests. Clarify how users would signal a retry decision and what API behavior a ManualRetryPolicy should provide; done means the behavior and user-facing contract are defined and covered by tests.
