Description
Making sure that server can be rolled back, and controller still works.
Publish a compatible versions table.
You might lose some features (ie fast-version-rollout), but things should still work gracefully.
- Upgrade/downgrade of controller
- Upgrade/downgrade of server
- Upgrade/downgrade of worker
N-M of server versions that controller would be compatible with would be valuable.

Research direction
Start with the CI setup and the controller, server, and worker upgrade/downgrade scenarios listed in the issue. Done should include coverage for rollback and compatible version combinations, plus a published compatibility table and graceful behavior when features such as fast-version-rollout are unavailable.
