Description
- Preemptively scale up target version before cutting over new executions (or increasing load during progressive rollout phases)
- Scale up/down deprecated versions according to backlog size, task add rate, sync match rate (TBD if we need this), CPU/Memory usage, and custom metrics (also TBD)
