Description

With the current sandbox approach we apply patch notifications before user code is evaluated which means we could technically remove this restriction.
One thing to consider is that we won't be able to add interception capabilities to patch calls if we allow top level (static) patches.

Research direction

Start by tracing how the sandbox applies patch notifications before user code evaluation. Determine how top-level static patches should behave before the workflow starts, and document how the change handles the stated limitation around interception capabilities.
