Description

Describe the solution you'd like

Core-based SDKs have histograms recorded in milliseconds, show how users can opt-in to this for Java/Tally metrics in the metrics sample (assuming it's straightforward to do, otherwise consider a helper in the SDK)

Research direction

Start in the metrics/prometheus sample and inspect how Java/Tally metrics are configured and recorded. Determine whether the sample can opt in to millisecond histograms directly or needs an SDK helper; done means the sample demonstrates this configuration for users.
