Description

Describe the solution you'd like

Core-based SDKs have histograms recorded in milliseconds, show how users can opt-in to this for Go/Tally metrics in the metrics sample (assuming it's straightforward to do, otherwise consider a helper in the SDK)

Research direction

Start in the metrics/prometheus sample and inspect how Go/Tally metrics are configured. Determine whether the sample can opt into millisecond histograms directly or whether an SDK helper is needed; done means the sample demonstrates that opt-in behavior.
