Description
Describe the solution you'd like
Worker start should call describe namespace on start just to make sure user has access to the namespace and that it exists. Go already does this, Java and Core need to do it also.

Research direction
Start with the linked Java SDK ticket 2060 and compare the existing Go behavior described in this issue. Verify that the Java worker calls DescribeNamespace at startup so access and namespace existence are checked.
