Description

As introduced in #80, unit conversion uses the default locale when only a usage option is set, and locale is not set or is undefined.

As requested by @sffc in https://github.com/tc39/proposal-amount/pull/80#discussion_r2831526497, we should discuss this further during Stage 2.
