Description
cf. https://github.com/tc39/ecma262/pull/2912
It would ideally be configurable and/or suppressible, because ECMA-262 maintains a grammar summary but I don't think every spec does.

Research direction
Start by reading the linked tc39/ecma262 pull request and tracing how emu-prodref is handled in ecmarkup. Define the warning behavior for productions that are not referenced, including how configuration or suppression applies. Done means the behavior is implemented with the requested configurability and covered by relevant tests.
