Description

ecmarkup makes links of the form <a href="#sec-%throwtypeerror%">. These work, but are arguably "invalid" in the sense of "the URL spec says to produce a validation error". We could choose to url-encode them, as in <a href="#sec-%25throwtypeerror%25">.
