Description

It'd be great if when the input file was not changed, the "updated at" date could remain the same - for example, when I've merely updated the deps, and want to regenerate the JS/CSS.

Research direction

No files or tests are named. Start at the entry point that regenerates HTML and assigns the "updated at" date, then trace how input content changes are detected; done means dependency-only regeneration preserves the existing date while content changes update it.
