Description
I would like to be able to call without config
tt status -h
USAGE
tt status [<APP_NAME> | <APP_NAME:INSTANCE_NAME>] [flags]
tt connect can it
tt connect -h
USAGE
tt connect (<APP_NAME> | <APP_NAME:INSTANCE_NAME> | <URI>) ...
Maybe there is some way to emulate config?

Research direction
Start by reading the tt status and tt connect command entry points and their help definitions to understand how targets are currently resolved from configuration. Clarify the intended URI form and how tt status should operate without config; done means the behavior is specified, implemented, and reflected consistently in the command help and tests.
