Description
Use case:
- Change a local config.
- Want to reload it on all instances.
- It can be done with
echo "require('config'):reload()' | tt connect app:inst -f- - But with, for example,
tt rs reload <APP_NAME>, it will be more convenient.

Research direction
Locate the implementation of the tt rs command and the existing tt connect app:inst -f- execution path. Trace how commands target all instances, then define completion as a new tt rs reload <APP_NAME> invocation that reloads the local configuration on every instance; add or run the relevant CLI tests if they exist.
