Description
We should provide a mode of operation where all transactions are synchronous.
Previously-async txns should then be replaced with synchronous txns with new wait = 'wal' mode, similar to already-existing wait = 'none/submit' (#10583)
In order to not break current clients we should introduce this mode under some compat or configuration option.
