Description

This is big, so we should first see if there's real demand.

The idea is the following:

  • a list of migrations to apply (and, probably, their code and a resulting schema) are loaded in a new config
  • each node attemps to execute new nigrations during apply_config
  • failure during execution leads to new congif not being applied

Research direction

Start by reviewing the existing configuration and apply_config flow, then assess whether there is real demand for the proposed decentralized mode. Define the behavior for loading migrations, executing them on each node, and handling failures before implementation can be considered complete.
