`tt` is unavailable on centos-8

There's no tt package in https://rws.tarantool.org/release/modules/el/8/x86_64/Packages. Funny thing is packages are available for centos-7. We should either upload packages for centos-8 or install a static build from https://rws.tarantool.org/release/modules/linux-rpm/static/x86_64/Packages.
