Details
Fixed (from changelog):
- tt pack: added TCM packing when executing the tt pack command, except
for the flag without-binaries in this case TCM will not be in the archive. - tt pack rpm: failed to pack if only one of --preinst/--postinst
options is specified. (Fix packing rpm if only one of --pre/postinst option is specified)

Research direction
Start with the root document at reference/tooling/tt_cli/pack/ and review the linked commits for the tt 2.9 fixes. Update the tt pack and tt pack rpm sections to document TCM inclusion, the without-binaries exception, and packing when only one script option is given. Done means both behavior changes are clearly documented.
