Нужно дать возможность отключить автоматическое переключение состояния. Принудительно сделать вручную какой-то кластер активным, а какой-то пассивным, вне зависимости от состояния кластеров.
Чтобы не было никаких переключений состояний.
Это полезно как при разработке, так и на практике, если что-то пошло не так, и TCF начинает переключать состояния туда-сюда.
