Description
The option tz is added in a function datetime.parse().
The option set timezone to a passed value if it was not set in
a parsed string.
Requested by @ligurio in https://github.com/tarantool/tarantool/commit/c6bab23a6dc4f819167cbc78eb93859847a389ea.

Research direction
Find the documentation entry for datetime.parse() and read its existing option descriptions. Document the tz option as setting the timezone when the parsed string does not provide one, using the linked Tarantool commit as context. Done means the function reference clearly explains the option and its fallback behavior.
