Bug Description
TAOSD logs show meta tables are not being set up, log overruns with errors due to inability to locate monitoring tables.
To Reproduce
Steps to reproduce the behavior:
- Go to '...'
- Type in '....'
- See error
Expected Behavior
Meta tables should be set up in log database file, monitor is set to 1 in taos.cfg

- 256GB ram , dual Xeon 8480+, 24tb storage
- TDengine Version 3.3.6.3
