Cutting (Cmd/Ctrl + X) ACL on admin dashboard causes render issue

### What is the issue?

Wanted to snap down a copy of the ACLs, pressed Cmd+X (latest Chrome), expected the text editor to remain. Was presented with a misleading spinning indicator.
