Node online but reporting offline after --force-reauth

### What is the issue?

I attempted to renew a node's key using --force-reauth which renewed the key and kept the node active on tailscale network. However, the admin console now shows the node being offline despite it being online on the actual device and it having connectivity over tsnet as expected.

### Steps to reproduce

Run `sudo tailscale up --force-reauth --accept-risk=lose-ssh --auth-key=tskey-auth-mykey`
