Description
### What is the issue?
When launching Tailscale, installed through the App Store, on macOS 13.1 (22C65), Tailscale is forever stuck in a "Loading..." state.
I would instead expect this to launch successfully.
### Steps to reproduce
I unfortunately cannot reproduce this error. I have another machine on the same version of macOS which is not experiencing the issue. It seems to have happened suddenly.
### Are there any recent changes that introduced the issue?
No, unless there was a system update that occurred in the background.
