Description

### What is the issue?

When I woke up MacOS from sleep, all the programs in the system were unable to connect to the Internet. I experienced this event twice.

### Steps to reproduce

The first time: found that there are 2 Tailscale Tunnel in the VPN of the system, delete the one that is not active, and then the system network returns to normal
The second time: there is only one Tailscale Tunnel in the VPN of the system, which is active. Turn off and turn on its switch again, and then the system network returns to normal.

### Are there any recent changes that introduced the issue?

Tailscale has been upgraded to Version 1.34.1 (macsys). (in the previous version, the Tailscale cannot connect when the system wakes up after sleep, so you need to rerun Tailscale to recover)
PS: ClashPro X is running on the system at the same time, and the system agent and enhanced mode are turned on (but I think it may have nothing to do with it? )
