iOS Control Center icon does not reflect Tailscale state

### What is the issue?

If I start Tailscale from the app, the control center icon does not turn on (white background) to show that the VPN is enabled. If I start it from the control center it works fine. Basically the icon gets out of sync with the app if I enable Tailscale from the app.

### Steps to reproduce

Start Tailscale from the app, open the control center and observe that the Tailscale control is not enabled.
