Windows switches account after reboot

### What is the issue?

On windows (running in unattended mode) there is always one default account, which gets used after reboot, even though another might have been active before the reboot. That always seems to be the account that got added last.

Not sure if this is a bug or not, but at least it differs from other platforms (such as macos). If its a bug and more information regarding my machine are needed i am happy to provide them.
