Description

### What is the issue?

When Windscribe VPN is enabled Tailscale uses up my entire CPU and slows my PC to a crawl, for comparison by just disabling Windscribe and doing nothing else Tailscale uses 0% CPU usage and has no performance impact on my PC. Turining on Windscribe causes both Tailscale and Network Service to drastically increases in CPU consumption, while normally Network Service also has 0% CPU usage. Windscribe does not have a performance impact on my PC when Tailscale is not running.

As shown in the images enabling Windscribe and Tailscale together drives CPU usage from 2% to 35%.

### Steps to reproduce

Install Tailscale and Windscribe, enable both.

### Are there any recent changes that introduced the issue?

Unknown, this happened the first time I tried to enable both
