FR: Shutdown all services when exiting out of tailscale gui in windows

### What are you trying to do?

Currently in Tailscale GUI on windows when you exit the tailscale and tailscaled host processes stay active and cannot be killed or stopped. Even stopping the service does not prevent these services from stopping.

### How should we solve this?

In the windows tailscale GUI once you disconnect and exit it should shutdown ALL tailscale services and host proccess.

### What is the impact of not solving this?

I went to take an exam with pearson vue and the tailscale service was not able to be shutdown, disabled or turned off. The only workarounds I have found are to uninstall tailscale completely or use a different computer that does not have tailscale on it.
