### What is the issue?
I used to be able to swipe away the notification for Tailscale - Connected and clear up my notification shade. Now I cannot again.
### Steps to reproduce
Connect to Tailscale Network.
Try to swipe away 'Connected' Notification
### Are there any recent changes that introduced the issue?
A recent update made this bug come back. It was previously resolved and closed. https://github.com/tailscale/tailscale/issues/12132 [I tried re-opening the issue but it would not let me]
