User unable to login due to "multiple users with login" error

### What is the issue?

I am an admin for our company's tailscale console and I have a user that is unable to log into tailscale due to a "multiple users with login" error. We have an SSO configuration for login through our Azure environment so this is the typical method of login for users. We revoked all login sessions for the account to ensure they arent logged in on another device. We've also tried a multitude of troubleshooting steps on the device itself including but not limited to:
- Updating to the latest tailscale version
- completely quitting the application
- updating windows
- deleting and reinstalling app
- clearing app data
- revoking all sessions login through admin console

attempt logging in via Microsoft SSO
